Born in Witney, Oxon, Paul grew up in Great Malvern, Worcs. during the early 50's. He was educated at Hanley Castle Grammar School before attending Shenstone Teacher Training College and gaining a BA degree with the Open University. Paul taught History in East London, Bromsgrove, Buckingham and Bletchley. Whilst teaching in Buckingham, he met his late wife and moved to Brackley in 1972. Both of his children were educated locally at Southfield and Magdalen College.
With his interest in local affairs, he has twice been a Councillor. He became Mayor in 2001 and again in 2005.
