DESIGNATED PREMISES SUPERVISOR

 
 

Under the terms of the Licensing Act 2003 Brackley Town Council is required to appoint a Designated Premises Supervisor (DPS) who has a Licensing Qualification BIIAB Level 2 National Certificate or GOAL Level 2 Certificate for the sale of alcohol during functions and parties held at the Town Hall.

The Town Council has reached the end of a fixed term contract with its current license holder and wishes re- tender the position to all license holder's in Brackley to ascertain who would be interested in taking on this role for a fixed period of three years subject to satisfactory performance from April 2012. The appointed DPS would be the main supplier of bar facilities and would be responsible for all licensable events in the Town Hall and Brackley Park where alcohol is served. Currently all booking forms requiring a license bar are signed by the DPS and therefore it would be advantageous if the appointed person is easily contactable by hirers of the Town Hall.

A copy of the Town Hall premises licence is attached for your information detailing the hours of opening along with the Brackley Park premises licence . There have been eight licensed bars in 2011.

CHRISTMAS LIGHTS – 2012 ONWARDS

 
 

Once again there was a wonderful ‘Switch On' event this year on the Piazza and Town Hall which drew a considerable number of residents and visitors to the Town Centre to signal the start of the Christmas festivities 2011. It is understand that the shops and restaurants, cafes and public houses also enjoyed a busy afternoon.

The Town Council would like to invite organizations to discuss the 2012 celebrations with view to them taking over the arrangements and being able to provide further funding to update, renew and possibly create a Festival of Lights to end an historic year for the town.

The neighbouring town's displays are organized by business clubs and local community

not-for-profit organizations which may be able to access funding which is not available for local authorities. The Town Council would therefore like to offer an organisation the exciting opportunity of lighting Brackley in 2012 and beyond which is a festive way for them to enhance their profile within the community and make a visible contribution to the town.

Brackley Town Council has agreed to work closely with the organisation, especially in the early years to guide and support them with our own expertise and offer you:

•  The current stock of lights

•  Assistance with the cost of the electrical contractor for two years

•  The cost of the electricity involved in running the lights

To take advantage of this opportunity, please write to me by 31st January 2012 expressing your interest. A short list of applicants will be drawn up and invited to make a presentation to the Council and I will write to you will all the details as soon as possible after the above date.

Brackley Town Council in association with Brackley & District Branch of the Royal British Legion held the annual Remembrance Service on Sunday 11th November 2011 at 3pm. The Service was led by the Town Mayor's Chaplain, The Revd Anne Shorter. The sunshine shone on the parade this year which encouraged many many residents to join in the service on the Piazza.

  FLOOD ADVICE  
 

Please download these two documents, NRF flood leaflet.pdf and SNC Flooding Info Leaflet Feb 2011 v2.doc, and take action now before there is danger of flooding in the area.

You are responsible for protecting your home or property – not the Environment Agency, your local council or the Emergency Services.

These agencies will of course help where they can, but when flooding is happening over a wide area they cannot respond to every call for assistance.  If your home or property is at risk from flooding then you should take reasonable steps to protect it beforehand.

Reporting flooding

If life is not in danger, incidents of flooding should be reported to:

  • the Environment Agency on 0800 80 70 60

Reporting flooding even if properties do not seem to be affected will help build up a picture of where flooding can occur. This will be very helpful to a number of agencies as we work to help reduce the likelihood of floods occurring.

Key points of flooding

  • If you are trapped by rising flood waters or your life is in imminent danger dial 999 and ask for the Police
  • Flood water is dangerous – as far as possible do not go in it; certainly do not let your children play in it. Flood water will remove manhole and drain covers, vary in depth and speed, and be so dirty you are unlikely to see what's in it. You could fall into a storm drain or become entangled in debris, and the emergency services may not be able to reach you in time; children are particularly vulnerable
  • You are responsible for protecting your property from flood water. Northamptonshire County Council does not distribute sandbags or other flood defence products to members of the public or businesses. Your local district/borough council may provide sandbags, but this varies across the county
  • To see if your property is at risk of flooding, or to receive free flood warnings please contact Floodline on 0845 988 1188
  • We urge you to make sure you have suitable buildings and contents insurance in place as this will significantly help you should your property be flooded – remember, flooding can occur anywhere not just near rivers.

  Street lighting switch-off

A programme to reduce the cost of street lighting energy by 50 per cent as part of reducing Northamptonshire County Council's overall streetlighting budget by £2 million began on Monday 9th May.

The initiative, which will see about one in two of county council owned lights switched off, is being carried out as the authority aims to make £73 million in-year savings.

However, turning off roughly half the lights does not mean turning off every other light. A priority list is being developed in conjunction with the police and road safety officers that will enable the council to identify where it is most appropriate for most lights to be maintained, and where they can be switched off.

As well as making cash savings the initiative will also help the county council reduce its energy consumption and carbon footprint.

Corby will be the first area to have some of its lights turned out and it is expected it will take seven working days to turn off the selected lights in the borough.

The second area for switch off is in South Northamptonshire and this should start during the week commencing 16th May. It is expected that the switch-off programme will be completed by the end of June.

To carry out the switch off, it will be necessary to go to individual columns and turn out the lights one by one. Adhesive stickers will then be placed on the columns which have had the lights turned off in order to advise people which lights should be on and which should be off.

After the recent Elections there remains two Councillor Vacancies on the West Ward of Brackley and the Town Council has been instructed to fill these by Co-opting new Members.

Any person willing to fill this vacancy should apply in writing on or before the 24 th June 2011. The applicant's name must appear on the current electoral register or the applicant should, during the whole of the twelve months preceding the relevant date, reside in or within three miles of the parish or the applicant's only place of work during the whole of the twelve months preceding the relevant date is in the parish. PUBLIC elections cannot be held until the year May 2015 therefore election to Brackley Town Council will be voted for by the present Councillors.

Brackley Master Plan

 
 

The Brackley Masterplan is now available and sets out how the town will be renewed and regenerated, through limited growth in housing, employment and associated services in a way that is sustainable.

Between June and August 2010, residents and businesses in Brackley had their say on the draft Masterplan and amendments were made to the plan following the consultation. These include more details on the establishment of a Town Fund which will be used to invest in town centre improvements. Churchill Way Residents Association (CWRA)
is going strong!

 
 

Residents of Churchill Way , Brackley and South Northants Homes (SNH) have been working together since February 2010 to develop the newly formed Churchill Way Residents Association (CWRA).

CWRA have been working to tackle local issues which are relevant to them including speeding, parking and anti-social behaviour. CWRA has also been working with key organisations in the area including the Police, Brackley Town Football Club, Brackley Cricket Club and Brackley Town Council to raise awareness of the common issues around Churchill Way .

Chair of CWRA Russell Barre says "CWRA is there to be a stronger voice for the residents in the local area and the minority are working together to make changes for the better at Churchill Way . Any resident who lives locally to Churchill Way is more than welcome to come along to the meetings!"

Meetings are held the 2 nd Monday of every month at Brackley Fire Station 7pm - 9pm. CWRA and SNH hope to see you there!

Preparing to travel

Be cautious about travel - Listen for radio or television reports of travel conditions.

Put safety before punctuality when the bad weather closes in. While it's always a good idea to allow extra time in winter for your journey, drivers must accept the inevitability of being late for work if they are caught up in an unexpected delay.

  • Get up at least 10 minutes early to give you time to prepare the car.
  • Plan routes to favour major roads which are more likely to have been gritted.
  • Don't drive off with a tiny hole cleared in your windscreen.
  • Clear all windows of snow and ice using a scraper and de-icer.
  • Use a cigarette lighter to warm a key for a frozen lock. Don't breathe on the lock, as the moisture will condense and freeze.

CHRISTMAS CAROLS ON THE PIAZZAThe Town Mayor Cllr Chris Blunden would like to invite you all to the Christmas Carol Service to be held on the Piazza on Sunday 19th December at 7pm.  Free soup will be served by the Town Councillors, Father Christmas will appear by demand only and members of the public will have to sing a rousing chorus of 'Santa Claus is coming to Town' to make their requests heard. Please click here for a Carol sheet for you to download to bring to the event.  (There will be copies available on the night but we would appreciate it if residents will return them for next year's event). The High Street and Market Place car park will be closed to all traffic for this event at 6pm until the event is finished, all residents in the High Street have been advised by letter.

HIGH STREET ROAD CLOSURE 19TH DECEMBER

It is necessary to carry out a routine survey of the Clock Tower and the road closure for the above event will be extended to last from 12 noon to 8pm.  The Town Council is sorry for the inconvenience this may cause on that day and will endeavour to keep the disruption to a minimum during this time.

Although you may email your Response to Tender form, you are required to mail hard copies of the supporting documentation.  These should be placed in an envelope and be clearly marked TENDER TOWN TALK.

  • Reinstate the 08:00 service from Brackley to Northampton.
  • To improve the Brackley Buzzer.
  • To improve the Brackley to Banbury Service.
  • Are you aware of the National Express service which goes from Northampton to Bristol with connections for South Wales and the South West or the Oxford service to towns such as Bournemouth?

May Day morning in Brackley used to be a quiet peaceful affair, not much stirred apart from the birds and perhaps the milkman or occasional postie. In 1980 all this changed. At the ungodly hour of 5.30 a.m. precisely, mayhem replaced the peace! Brackley for the first time in many years heard music, jingling bells and the clashing of sticks on a May morning. An event was taking place, an event designed to welcome in the summer! The perpetrators of this event were none other than The Brackley Morris Men! They had decided that dancing out in the wilds on May Bank Holiday Monday, like sensible Morris men, was for wusses. No, they had to be different and dance on the 1st of May regardless of what day of the
week it fell.

750th ANNIVERSARY CELEBRATIONS IN BRACKLEY

 
 

In 1260 Brackley was granted its first charter of borough status and many people in the town still remember the week of celebrations that took place in 1960 to commemorate the Septcentenary of this event.

2010 therefore marks the 750th anniversary and, to this end, there will be festivities in the Market Place on Saturday 10 April.

They will start at 11.00am with performances of Morris and country dancing by the Brackley Morris Men. Public participation may well be sought. There will also be some side stalls where local organisations will offer activities; a Punch and Judy show; jugglers; musical interludes.

Refreshments will be available inside the Town Hall as well as at the town's many food and drink outlets.

Put the date in your diary and come along to celebrate with the Town Mayor and Councillors.

There is to be consultation meeting held on Saturday 20th February 2010 in Brackley Town Hall from 10am - 12 noon with a view for members of the public and various stakeholders to comment on the proposals for Swift Way Play Space and to enable further comments on the future requirements for other play spaces within the town.

Brackley Town Council invite you to come along to the consultation to see the types of equipment and facilities that are available for the immediate construction of Swift Way Play Space and to further comment on future requirements for the town. You will be able to meet with members of the Play Space Working Party and other stakeholders.

There will be further opportunities to discuss all of the above at Brackley Town Council's Annual Town Meeting scheduled for 7.30 pm on Monday 8th March 2010 in the upper hall of Brackley Town Hall.

 
     
 

FIRE EXTINGUISHERS AND FIRE TRAINING

 
 

THE TOWN COUNCIL IS ORGANISING A COURSE WHICH COVERS THE USE OF FIRE EXTINGUISHERS AND FIRE TRAINING.

This includes a practical training session in the use of fire extinguishers where candidates are presented with different classifications & types of fire which allows trainees to experience fire extinguisher use within a controlled & safe environment.

THE COST IS £5.00 AND THERE WILL BE A CERTIFICATE OF ATTENDANCE

AND IT IS TO BE HELD ON FRIDAY 12 TH MARCH AT 2.30PM ON THE PIAZZA

  Congratulations to Brawn GP and Jensen Button  
 

Brawn GP, based in Brackley, have become the first Formula 1 team to win the constructors' championship in their debut season.

Brawn GP Win World Championship

I should like to extend the congratulations of the Town Council and the people of Brackley to Brawn GP and the team for securing the Constructors' Championship at Interlagos yesterday and to Jenson Button for winning the Formula One Drivers' Championship with one race still to go.

It is a tremendous achievement for the team in its first year.  We all know that you had hard decisions to make, and it is most gratifying that all your efforts and your commitment bore fruit in this way.  We in Brackley are very proud of you and hope that you will stay with us, in winning mode, for many years to come.

CHRISTMAS CAROLS ON THE PIAZZA

 
 

Christmas Carol ServiceThe Town Mayor Cllr Caryl Billingham would like to invite you all to the Christmas Carol Service to be held on the Piazza on Sunday 20th December at 7pm.  Prior to this there is a Christmas Parade organised by Brackley Community Events which will leave Brackley Park at about 6.30pm. Free soup will be served by the Town Councillors, Father Christmas will appear by demand only and members of the public will have to sing a rousing chorus of Jingle Bells to make their requests heard. Please click here for a Carol sheet for you to download to bring to the event.  (There will be copies available on the night but we would appreciate it if residents will return them for next year's event). The High Street and Market Place car park will be closed to all traffic for this event at 6pm until the event is finished, all residents in the High Street have been advised by letter.

 
     

 

 

Craft Fairs at the Town Hall

 
 

There have been a number of successful Craft Fairs held at regular intervals in the Town Hall over the last 18 months, generally coinciding with the Farmers Market (but not December).

A 'holiday break' was taken July to September 2009 but we are back again on 17th October, 21st November and 12th December so come along and do your early Christmas shopping.

There's a wide variety of gifts to choose from including:

CIVIC SERVICE

I have decided not to have a Civic Service this year; instead we shall be having SONGS OF PRAISE ON THE PIAZZA, with Brackley & District Band on Sunday 5 July, at 5.00pm.  Tea and 'buns' will be available from 4.00pm. 

If it is wet, it will simply be cancelled, no 'if wet, indoors' or postponement to another day.  I think that would be simply impossible to arrange! 

Please do come along to make this a memoriable event and I will keep fingers and toes crossed for good weather!

This is a fantastic event with support from the whole town. There are two catergories - under 15 and adult so eveyone can have a go.

Brackley Means Business

Local active networking group, Brackley means Business has a new Chairperson. After a very successful 12 months in the role and due to relocation, Geoff Langston stepped down at the Annual General Meeting on 17th March 2009. Jan Dean will take over the role and plans to build on the popularity of the group throughout 2009 and beyond. CHOIRS IN HARMONY

Brackley Male Voice Choir

Once again Brackley Male Voice Choir delivered a stunning joint concert with Northampton Male voice Choir on Saturday evening at St Peters Church , Brackley

The knowledgeable, packed audience were treated to an evening of musical delight by two well rehearsed and enthusiastic choirs with two of the Northampton Choir members, Nigel Philips and Charles Bramell singing impressive solos.

The Choirs were well supported by Sarah Haigh, the Banbury based soprano who sang two solos from Gilbert and Sullivan and Oklahoma and Jacob Stone, the popular local fifteen year old pianist, who played one of his own compositions to a loudly receptive audience.

The finale of the evening was a special rendition of the classic Welsh hymn Gwahoddiad when the Brackley Choir sang in English and Northampton sang simultaneously in Welsh. The audience called for more and the Choirs encored the last verse again to rapturous applause.

Both Choirs then retired to the Red Lion, one of the concert sponsors, to continue their singing to the delight of the landlord, Nigel Wiles and his surprised customers.

Both Choirs agreed the experience was so rewarding that it should repeated soon.

The next festive concert with a will be on Monday 15 th December at Magdalen College School Chapel, High Street Brackley at 7p.m

New members for the Choir are welcome; all you need is a love of singing. Practice is on Monday evenings at 7:30p.m in Magdalen School Chapel. No auditions or musical experience is required. Contact John on tele 01280 704149

Remembrance Day Parade and Service

REMEMBRANCE DAY PARADE AND SERVICE
The Remembrance Day Parade and Service was held on Sunday 9th November 2008 at 3pm.There was a splendid turnout from members of the public and all the representatives from the various associations in the Town. Including the Mayor and Members of the Town Council, The Royal British Legion, RAF Croughton and many Clubs and Associations.
